As one of the most advanced European countries in the development of smart cities, Finland has always been committed to saving urban citizens' time, improving the quality of life and creating new business models. In the eyes of Finnish city governance, “smart cities" are not limited to urban construction but serve the overall improvement of urban integrated systems. In addition to intelligent transportation, smart living, and smart public services, it also includes green low-carbon buildings, renewable energy, innovative communities, and personal growth services.

During the over 60 years of establishment of diplomatic relations between China and Finland, the policy trajectory of the cooperation between the governments of China and Finland in ecologically smart cities has been clear and there are numerous pilot projects to count. This Smart City forum will look forward to the "13th Five-Year Plan" Sino-Finnish ecological smart city cooperation. It will discuss such issues as smart sharing, resource integration, financial innovation, cooperative development, city-to-city linkages and common challenges.

In a circular economy, the value of products and material is maintained for as long as possible. Waste and resource use are minimized, and when a product reaches the end of its life, it is used again to create further value. This can bring major economic benefits, contributing to innovation, growth and job creation. A circular economy encourages sustainability and competitiveness in the long term. It also helps to preserve increasingly scarce resources, save cost for industries, provide new business opportunities, encourage innovative, resource-efficient businesses, create new jobs and opportunities for social integration and cohesion.

A circular economy offered new ways for Finland to increase the creation of added value. The world’s first circular economy road map shows the way to sustainable success. Kemi – Tornio region has been a pioneer in circular economy due to its industrial background and its expertise in dealing with industrial byproducts, the region is responsible for 80% of Lapland’s industrial production and 7-8% of Finland’s total export value. It processes 1,7 million tons of industrial byproducts and residues (without waste rock). The Finnish Industrial Circular Economy Center is established in Kemi and it’s under operation by Kemi Technology Park – Kemin Digipolis Oy.
